How to: Use a graphic image as wallpaper (background) for a form.
Solution:
In the Form Design view, use the 'Picture', 'Picture Type', 'Picture Size Mode' and 'Picture Alignment' property boxes in the property sheet of the form to use a graphic image as wallpaper for a form.
1) If the Database window is not activated, activate the Database window.
2) Click the 'Forms' tab in the Database window.

3) Select the desired form from the list box. (The selected form is highlighted.)
4) Click 'Design'. (The selected form appears in Design view, and the floating Toolbox appears.)
5) Click on the Form Selector.
Single click on form selector.
6) Select the 'View' menu and select 'Properties'. (The property sheet appears.)
7) Click the 'Format' tab.
8) Click on the 'Picture' box.
9) Type the path and filename for the graphic image.
NOTE: Access supports .BMP, .ICO, .DIB, .WMF, and .EMF graphic formats.
10) Click on the 'Picture Type' box. (A down arrow appears.)
11) Click the down arrow. (A drop-down list appears.)
12) Do one of the following:
a) Select 'Embedded' from the 'Picture Type' drop-down list to embed the graphic.
b) Select 'Link' from the 'Picture Type' drop-down list to link the graphic.
13) Click on the 'Picture Size Mode' box. (A down arrow appears.)
14) Click the down arrow. (A drop-down arrow appears.)
15) Do one the following:
a) Select 'Clip' from the 'Picture Size Mode' drop-down list to display the picture at actual size.
NOTE: If the picture is too large, the picture is cropped.
b) Select 'Stretch' from the 'Picture Size Mode' drop-down list to size the picture to the form window.
NOTE: If the picture is smaller than the form window, the image may be distorted.
c) Select 'Zoom' from the 'Picture Size Mode' drop-down list to size the picture to fill either the height or width of the form window.
NOTE: This setting will not distort the image, but it may not fill the form in either the height or width.
16) Click on the 'Picture Alignment' box. (A down arrow appears.)
17) Click the down arrow. (A drop-down list appears.)
18) Select the desired alignment location from the 'Picture Alignment' drop-down list.
19) Select the 'File' menu and select 'Save' to save the form.
